Municipal Stormwater IDDE Program

This Municipal Stormwater Illicit Discharge Detection and Elimination (IDDE) program was written to comply with the Phase II Municipal Stormwater NPDES Permit (Permit) for Western Washington; specifically, sections S4.C, S4.D, and S5.C.3. This manual is intended to establish and guide internal policy, procedures, training, scheduling and to document those items that are already in place.

This permit authorizes work in the City's Right-of-Way meaning all real property owned or held by the city in fee, or by way of easement, or dedicated to the public and located within the city, and used or intended for use as a street, alley, sidewalk, public way or easement for public or private utilities, whether developed or undeveloped. (KMC 12.14.030)
